7 of London’s Highest-Scoring BREEAM Outstanding Buildings

BREEAM Outstanding is the highest BREEAM rating a building can achieve. A building normally needs to score at least 85%, as well as meet minimum requirements in key areas. Points are earned across areas such as energy, water, materials, waste, transport, health and wellbeing, ecology and management.

An Outstanding rating therefore means the building has achieved a very high level of sustainability across the assessment, not just performed well in one area. BRE describes Outstanding new buildings as representing less than the top 1% of UK new non-domestic buildings for sustainability performance.

Here are some of the highest-scoring BREEAM Outstanding buildings in London with final ratings that can be verified in the official BREEAM Projects database.

Bloomberg London is the company’s European headquarters in the City of London. The development is made up of two office buildings linked by bridges, with a public arcade running between them. It achieved a final BREEAM Outstanding score of 99.1%, the highest score on this list.

1 Broadgate is a large mixed-use building next to Liverpool Street Station. It contains offices above two levels of shops and leisure space, with large terraces around the upper floors. The building reached practical completion in 2025 and achieved a final BREEAM Outstanding score of 95.3%.

What stands out

  • The project used a large digital materials passport to track materials for future reuse
  • 27% of materials reclaimed during demolition were reused on site or elsewhere at Broadgate
  • The materials passport gained a BREEAM innovation credit
  • More than 4,000 m² of terraces and green amenity space are provided
  • Detailed energy modelling led to changes such as heat pumps, thermal stores and more heat recovery

3) 7 Air Street

  • The listed façades were retained and around 80% of the existing steel frame was kept
  • Solar PV panels were added to the roof
  • The building connects to a nearby energy centre using CHP and fuel-cell technology
  • A species-rich green roof provides habitat for insects, birds and other wildlife
  • The project was designed to produce much less carbon than an equivalent new building

  • Rainwater harvesting saves the equivalent of about 4.5 Olympic-sized swimming pools of drinking water each year
  • A large living wall creates around 2,000 m² of wildlife habitat
  • Triple glazing and solar panels help cut carbon emissions
  • Facilities are provided for 212 bicycles
  • The project reported four BREEAM exemplary performance credits, including daylight and climate adaptation

5) Brent Civic Centre

  • Solar shading and natural ventilation help reduce energy demand
